The Capitol Area East End Complex project completed construction June 30, 2003.
Hensel Phelps Construction Co./Fentress Bradburn Architects (Block 225) are 100 percent complete. Clark/Gruen Design/Build, Inc. (Blocks 171-174) are 100 percent complete.
Retail: The Capitol Area East End Complex serves approximately 6,000 workers and the adjacent downtown district. All utilities are available on site. Lease retail space is available at:
Block 225 (at 14th Street between the alley and O Street).
Block 173 (at the corner of 16th Street and L Street).
Block 174 (at 17th Street between the alley and Capitol Avenue).
The policy issues associated with after regular business hours costs for rent and utilities associated with the retail space to be occupied by the Department of Rehabilitation (DOR)/Business Enterprise Program (BEP) have been raised to the Interim Director of the Department of General Services for determination.
Transportation and Parking: Covered parking will be available upon project completion at the following locations:
Blocks 171-174, 1421 spaces. Complete and Operational.
Block 225, 213 spaces. Complete and Operational.
Block 224, 753 spaces (of which 340 are replacement spaces). Complete and Operational.
The Block 224 parking structure is complete and operational. Visitor parking is available after 10:00 a.m. Currently, the DGS/RESD and the Office of Fleet Administration are finalizing a plan on the transportation issues at this project site. Contact with the tenant occupants regarding parking availability and distribution will be made through their employer departments.
The DGS continues to work with the Center for the Built Environment (CBE) who is conducting a field study of underfloor air distribution on the Block 225 and Block 172 office buildings. Part of the study will include cost, design, and occupant comfort. Currently, the results of the baseline information acquired from the California Department of Education (CDE) existing locations are being evaluated. Researchers visited the site this month to review the initial performance of the underfloor air distribution system and to begin monitoring the building temperature. The study will be completed by March 2004.
DGS and the design/build teams continue to work closely with the California Integrated Waste Management Board (CIWMB), California Energy Commission (CEC), Department of Health Services (DHS), California Air Resources Board (CARB), and the Department of Water Resources (DWR) on an as-needed basis.
The State Management Team submitted a grant proposal to the CIWMB for funding use of rubberized asphalt concrete on perimeter streets around the five building complex. The $250,000 grant application was presented at the June 18, 2002, Board meeting in Oxnard, California, and approved for funding. The CIWMB is preparing the grant agreement with work tentatively scheduled to begin this fall.
Both design/build teams have completed their DOE-2 energy models for the construction document phase for compliance to contract documents. The next model will be completed after construction is complete.
The State Management Team and the design/build teams coordinated off-site utility work with the City, other utility providers, and neighbors to minimize service disruptions. Amendments to approved Traffic Management Plans were approved through the City and CalTrans as necessary. On July 1, 2002, the Block 225 design/build team removed all temporary fencing, barricades, and street diversions.

Construction activities are complete and the building is completely occupied.
The project team continues to provide tours highlighting the successes of the Bridging and design/build process, implementation of green building strategies, and the public-private-municipal collaboration.
