New construction of 5 office buildings with underground and above ground parking, and a separate parking structure, to consolidate 2 state departments on state-owned land to the east and south of Capitol Park. Blocks 171-174, bounded by 15th and 17th Streets and L and N Streets, Block 225, located between 14th and 15th Streets and N and O Streets, Block 224, fronting P Street between 13th and 14th Streets.
Consolidates the headquarters of the departments of Health Services, and Education, currently occupying several facilities located throughout Sacramento. Planned capacity of 6,000 employees.
In July 2002, the building on Block 225 (1430 N Street) completed and approximately 1,100 California Department of Education employees were moved into the building. The building's dedication ceremony was held on September 4, 2002. In October 2003, approximately 170 additional employees were consolidated into the building.
In December 2003, the Department of Health Services completed its consolidation of approximately 4,300 employees into the four buildings located on Blocks 171-174.
1.47 million gross square feet, 1.18 million usable square feet. Ranging from 4 stories at edges to 6 and 7 stories. $392 million total project budget (lease revenue bonds).
PARKING: Blocks 171-174, 1421 spaces; Block 225, 213 spaces; Block 224, 753 spaces (of which 340 are replacement spaces). Total: 2387 spaces. Block 224 (parking structure) completed and operational. Design/Build agreements signed and Notice to Proceed issued in February 2000.

The Capitol Area East End Complex is being developed using a modified design-build method known as "bridging," in which the design criteria and related documents describing the State's requirements form the basic of the work when proposals are solicited from teams of contractors and architects, called "Design-Builders." Master Plan Considerations
Johnson Fain Partners, the design architect for the office building projects of the Capitol Area East End Complex, initiated the design of the project with historical and urban analysis. The western gateway to Capitol Park is marked by the Library and Courts Building and the Jesse Unruh Office Building. Similarly, Johnson Fain Partners' design for the Capitol Area East End Complex extends the visual boundaries east of Capitol Park and provides an eastern gateway and a neighborhood amenity, which is highly accessible and responsive to the surrounding context. The joint-use space for the East End Complex is multi-faceted, and will be useful to both the Complex tenants and other state offices in the downtown area on a reservation basic. The joint-use space will include an Auditorium and Conference/Training Center both centralized within the complex on the ground floor of Block 172. Government Code Section 8169.5 (Senate Bill 1270, Chapter 761, Statutes of 1997, and Assembly Bill 883, Chapter 625, Statutes of 1999), in furtherance of the Capitol Area Plan, authorizes the construction of facilities on Blocks 171-174 and 225 consisting of approximately 1.47 million gross square feet of office space. This office space is being developed for use by the departments of Education and Health Services, as well as an additional 753-space parking structure located on Block 224. The office project is located east and southeast of Capitol Park on existing state-owned land within the Capitol Area. The bill authorized financing of the facilities by the sale of Public Works Board revenue bonds not to exceed $392 million. SB 1270 also required that, prior to the construction on any other blocks, the construction of the parking structure on Block 224 shall be completed. The parking structure was completed on time and within budget on February 2000.
Government Code Sections 13332.19 and 14661, Appendix 8, (Senate Bill 776, Chapter 252, Statutes of 1998) authorizes the Director of the Department of General Services when authorized by the Legislature to use the design/build procurement method for a specific project. "Design/Build" for the purposes of this report means a procurement process in which both construction and elements of design of a project are procured from a single entity. The Department of General Services concluded the design/build procurement process with the award being made to HenselPhelps/Fentress Bradburn (Block 225) and Clark Gruen (Blocks 171-174), the Design/Build Teams whose proposals were judged as providing the best value based on perfornance and other criteria as set forth by the department in the Request for Proposal.
